We don't have CI/CD for Terraform PRs

It would be really nice to set up CI/CD for Terraform PRs so we don't have to run TF applys locally

What would be needed:

A service account in all content library projects with permissions to create, modify, and destroy resources in the project. This would be used by GHA to perform Terraform actions
Github Actions pipelines to scan and validate TF changes and output plans to PRs of Terraform changes
