The CreatePayeeRule API is not implemented: https://actualbudget.com/docs/developers/API/#createpayeerule

As noted in this issue, a bunch of the APIs listed in the docs is wrong and/or un implemented: #2235

I am particularly interested in having access to the create payee rule API however. Anyone working on this? Happy to have a go myself if someone can provide some pointers?
