[Proposal] Channel events received on non-attached channels #78

We should consider in a later spec to be more explicit about how a client lib handles a channel message for a channel that is not attached.

This also applies to channel state change events that are received when the channel is suspended / failed. For example, see ably/ably-ruby#125, this appears to have happened because a channel became suspended, yet an ATTACHED ProtocolMessage was received after.
