There are certain actions that will always fail if the channel is in a suspended state, such as publishing messages:

Publishing enhanced and raw locations should fail in the event of the channel being in a suspended state, by way of posting the Send<Enhanced/Raw>LocationFailure worker after a 1 second delay.
There are other nuances and things we may need to do, included in discussions and linked PRs from Android in: Wait for Ably connection to leave the "suspended" state before performing operations on Ably ably-asset-tracking-android#973
