Create default user creation screen redirect when no users in database

by "user" are you referring to people/students that are going to be using the map app or people that will be hired to enter the data in the database through the input page?

I mean the input page. When the site is created live the database should be empty.
This will mean that a new user has to be created on first load of the input page

Sweet, I was thinking we have users that are admin and those that arnt , those that are admin will be able to create a user and specify if that user is admin or not, because we don't want every user to be able to add a user in the database.

Th only users are admin. Anyone who can access the input page should be able to create users.
The mobile app cant have users because we dont have access to the wits user base, and it is too big.
