RFC 4180 describes a standard for CSV file formats. Included in that is how to handle values that have commas in them by double quoting the values.
So a single data value of Andrew Stanton, Esq should be surrounded in quotes as "Andrew Stanton, Esq" in the CSV.

The readme says this doesn't support quotes, hence this request
I dont see how this affects any API's, its a WPF project not an API.
To be able to read values that are quoted and save data correctly that requires quoting
