Auto-bind the new CT_GOODOLDTIMES target after the previous one expired and a new one exists.

Example:

  1. seeing doubles copies goodoldtimes ditches and copies reflection
  2. goodoldtimes ditches and copies nostalgicitem
  3. seeing doubles's binding effect to reflection expires. it falls back to goodoldtimes
  4. [MISSING] seeing doubles (now goodoldtimes) auto binds to the new GOT target: nostalgicitem
