update code tables to 1.1

The proposed revised code tables are just a placeholder for now. I still need to implement and test and refine and revise functionality before it's something anyone should be worrying about implementing

Understood. We discussed in the Dev meeting this morning. Seems like it would be good to cut a 1.0 version of this library first anyway and then release a new version with updated code tables. I propose we keep this issue open as a placeholder for doing this work when the time is right.
