Build Button Not Available

I had Combat Cyborg Engineers but was not able to build anything because the build button was not available.

To Reproduce:

Required 1 Transport, Only 1 engineer truck, Only 1 combat cyborg engineer.

1. put the Combat Cyborg Engineer on the Transport - Notice that the build button is available
2. Recycle the Engineer Truck - you now have no engineers on the map - Notice that the build button is not available
3. Get the Combat Cyborg Engineer out of the Transport - Notice that the build button is still not available - you engineer cannot build

It's fixed for the beta. 4.4.0-beta1 has #3394 with it.
