Merge scalafix sub-command into fix

Describe the solution you'd like
I'd like scalafix to be integrated with the fix command. There's no point to keep those commands separate.

Requirements

• merge scalafix into fix
• add a command line option to run scalafix rules alongside Scala CLI rules
