During winter, players gain the ability to use the Winter noisemakers. They simply play a jingle bell sound and produce a spherical puff of snowflakes. While they make a great cosmetic toy for players to use during more friendly instances of gameplay, they can act as a great psychological tool for spies. The lingering particles and playful sound of the noisemaker make for a great distraction for enemy players, and can be used to redirect enemy attention away from yourself, at the cost of having it appear at your then-current location. It works better than flashing your cloak, since it doesn't alert sentries or show your movement path.

It's an incredibly fun playstyle, but it's only possible to play with during the Smissmas events, since on every other part of the year, the winter noisemakers are disabled. I think it'd be a good idea to make this a year-round ability for Spy, being able to place a lingering distraction with an attention-grabbing sound effect. This could be implemented in a number of different ways, but I think adding this to the Sappers (or specifically the Red Tape Recorder), to make them more than just an Engineer annoyance, could be a good solution. Letting you press reload while holding a Sapper out to create a noise and particle effect could give Spy's gameplay a slight new level of psychological manipulation, but letting you do this with only the Red Tape Recorder specifically would give more reason to use it, considering the amount of Spies actually using the RTR is within the lower 0.1%.
