Add the ability for a specific line spacing for the raft of the prime tower's first layer, because in some situations we want extra adhesion for it as it has a low footprint but can get very tall.
When the line spacing for the models raft is similar to the prime tower's raft, they are merged if too close. When they are different, the prime tower's raft take precedence.
This goes along with Ultimaker/Cura#17124
