Suggestion: King of the Hill alternate to Capture Sites

Overview
Feature will behave similarly to Factions King of the Hill plugins. Towns will fight at designated sites for control. Whoever is on the point the longest with the most men will win the battle and get the rewards. KOTHs will be scheduled and pop at certain times to create an Event for servers to look forward too.

Proposed Features

• Scheduling: Can schedule the day of the week, time, and countdown for the KOTH event.
• Announcements: Bossbar and chat messages indicating the countdown for the event.
• Pool Rewards: Rewards will be pooled and sent to the town similarly to how Towny Resources work.
• Duration: set the duration for how long the KOTH goes on or until a certain team has stood on the point the longest. (can increase by a % depending on how many members are fighting)
• Cooldown: set a cooldown so the same team cannot contest more than a certain amount of times a day/week/instance.
• Discord Webhook: Send messages on an announcement channel to motivate players to participate.

Could be a new plugin or addition to Towny Capturesites. Not sure how the code would work so only a suggestion for that!
