Add ability to create terraform workspace during terraform apply

Expected Behavior

I want to be able to set tfc-local-execution-mode: true in a terraform apply job, or a separate job that does not require me to run terraform/orb. I can also configure tf-organization, tfc-workspace-name and tfe-token without a terraform plan

Current Behavior

I can only set tfc-local-execution-mode: true within a terraform/plan
