SUGGESTION: Let admins choose an existing messages as the welcome message

Instead of doing v!welcome (emoji) (message), let admins choose an existing message of their own.

So something like v!welcomemsg (MSG ID) (Emoji) (message)

To resolve the "This bot may record messages during the vetting process for moderation purposes" warning, the warning could be placed at the beginning of each individual vetting chat as its own individual message, then the custom vetting message is sent.
