Anti-air missiles can hit tethers

It is possible for an anti-air missile to collide with it's target's tether object as it is falling. The building is still destroyed (as the tether broadcasts its destruction) but this shouldn't happen.

Consider making all tether objects their own layers, and making anti-air missiles ignore that layer for collision detection.
