Add toggle option to enable/disable database and configuration base64 encoding

@ilpozzd thanks for the suggestion but we won't make an option to disable base64 encoding since the files aren't mend to be edited well the server is running. or any time for that matter.

But i can simply decode that data, change and encode and paste back. This option useful for dev environment or if there is a dependencies

Yes, you are able to decode the data yourself with a base64 decoder tool but if you don't know what you are doing, changes are you'll break the plugin and we won't be able to help you afterwards.

The encoded was put there in place to discourage people frorm attempting to modify the files since the goal of our plugins to is modify everything in-game from the GUI itself.

Your suggestion would require almost a complete rewrite of our plugin Foundation and it simply isn't worth it for the potential issues it will create.
