Offer to download a portable Java install, locally to the project directory (from Adoptium?)

Requires #3 to be done first.

Actually, I don't think I want to install it to the project directory...
Because then the Java setting would have to become a project setting, while it is currently a global setting.

I'd rather install it to the Application Support folder (https://pub.dev/packages/path_provider).
This is also where the shared_preferences.json resides, so it'd be neat if that were together.
