If the specification isn't found, it logs info and then uses subsystem default. Not sure we even have one any more (old way to trying to have "real" be the one with no clarification). Should probably require explicit? And log this as an error - that then keeps status from going "OK". Maybe with an abstract BaseFactory class that has this state and a couple of methods in it.

Generally - I think we don't track the status at startup correctly in a few places.
