Make it possible to use rtw on platforms where no ros-version is installed. If no ros version is installed, automatically create docker container.

Handle arbitrary paths for RosTeamWorkspace correctly
Possible issues could arise here, resolve them.
Check for further dependencies on ros-versions, resolve them.
Inform user that no ros is installed and ask if docker container should be created.
Automatically setup container.
Test
