continuous fatal errors

hi i use depot downloader to downgrade games that i prefer older versions like for example a indie game that went full open source and stopped using assets they got assistance with including the physics system and i like how it was so i tried to downgrade it on my old pc setup and it worked everytime but now when i try to downgrade it gives me this error

A fatal error occurred. The required library hostfxr.dll could not be found.
If this is a self-contained application, that library should exist in [E:\depot downloader\depotdownloader-2.4.7].
If this is a framework-dependent application, install the runtime in the global location [C:\Program Files\dotnet] or use the DOTNET_ROOT environment variable to specify the runtime location or register the runtime location in [HKLM\SOFTWARE\dotnet\Setup\InstalledVersions\x64\InstallLocation].

i have dotnet runtime installed and ive scoured the net looking for a solution and nothing is working am i doing something wrong?
