Describe the bug
When adding and removing multiple tokens from the combat tracker, you can enter a state where generic slots continue to spawn until you disconnect your client (or delete the combat - though this usually takes much longer and causes errors to appear).

To Reproduce
Steps to reproduce the behavior:

  1. Add two or more actor tokens to a scene
  2. Select both tokens and use the toggle combat state hud button, adding the tokens to the combat
  3. Press the toggle combat state button again, removing the tokens from the combat and replacing their slots with "generic" slots
  4. Press the toggle combat button again, adding the tokens back into the combat. You now have the generic slots and the token slots
  5. Finally press the button again, which triggers the infinite loop

Expected behavior
Adding tokens back into combat should reclaim their generic slots. Alternatively, they should add new slots but not cause an infinite loop ;)

Additional context
Occurs on a fresh world with no modules loaded. Repeated use of button should usually only come up when a mistake has been made in combat setup, but it happened twice in my last session so evidently common enough.
