JS Dashboard: have partitions re-order so lines look cleaner #3

Rather than maintaining a static order of partitions 0..n-1, have the partitions reorder (animate??) so that the "lines" to the consumers are in a nice sorted order.

This would also allow easier visualization of partitions being reassigned.
