Snowflake Labs - 0.40

Describe the bug

I got an error while I was importing procedure into the terraform state file (details in the image attached)

Expected behavior

The procedure resource should be imported into the terraform state file

Additional context

Add any other context about the problem here.

Hey @anubhav-aicg.

In v0.100.0 we have introduced new procedure resources. Their import was improved. Please check it out and let us know.
