Add more than 8 phases for split time events in timeline (MAXTIME specific)

Right now it's limited to just the first 8 phases, but it can actually go up to 16 phases. Here's where it needs to change in the code:

Also should add overlaps (not just phases), and add ped calls (not just vehicle calls)! Need to review the available event codes and just add anything that could be useful for troubleshooting.
