Create SharePoint SPFX stand alone

How can I generate the SPFX file without having to run / create the SharePoint elements? I get errors generating the file due to dependencies and have to delete the SharePoint site collection and also re-run the script to recreate all the SharePoint components before I can begin to generate the SPFX file.
