Uploading SPFX Assets to CDN - the Remote Server returned an error (429)

Hi, me again. When running the script to provision the GDPR activity hub it gets as far as the Uploading Assets to CDN stage and then errors out as below:

There is no other information although from what I have read 429 can relate to throttling. However we are literally only using SharePoint Online to install this GDPR hub right now. Is there anything else it could be?
We have followed the setup instructions as provided and run the scripts using the commands as provided.
Any help would be appreciated.
