Removed due to:

  Problem 1
    - mediawiki/semantic-approved-revs dev-master requires mediawiki/semantic-media-wiki dev-master -> satisfiable by mediawiki/semantic-media-wiki[dev-master].
    - mediawiki/semantic-approved-revs dev-master requires mediawiki/semantic-media-wiki dev-master -> satisfiable by mediawiki/semantic-media-wiki[dev-master].
    - mediawiki/semantic-approved-revs 0.1.x-dev requires mediawiki/semantic-media-wiki dev-master -> satisfiable by mediawiki/semantic-media-wiki[dev-master].
    - mediawiki/semantic-media-wiki dev-master requires php >=7.3 -> your PHP version (7.2.24) does not satisfy that requirement.
    - remove mediawiki/semantic-approved-revs 0.1.x-dev|keep mediawiki/semantic-approved-revs dev-master
    - Installation request for mediawiki/semantic-approved-revs @dev -> satisfiable by mediawiki/semantic-approved-revs[dev-master, 0.1.x-dev].

Running update with --no-dev does not mean require-dev is ignored, it just means the packages will not be installed. If dev requirements are blocking the update you have to resolve those problems.
