Create CascadingPlatform that wraps HadoopPlatform #5

It should use the isTesting() call that would be added to BaseOptions, and if so then create a LocalPlatform otherwise create a HadoopPlatform.

And look at pushing down the clone() support in our current version of CascadingPlatform, into the HadoopPlatform or LocalPlatform.
