Test CTDCAL on Windows

The tests (which are limited) run on Windows but ODF has not used Windows for CTDCAL development or active work for the last several years.

Prior to the final release, we should confirm that CTDCAL can be installed and operated with comparable results to a Unix system.

First attempt at testing on Windows, following the pip installation procedure from the README, led to the identification of issue #133, which is unlikely to be resolved before the v1.0 release.

In the meantime, we can test with a development-style install, cloning the repo and using a preconfigured environment.
