HTML anker links don't work

Describe the bug
When an anchor link is clicked, it redirects to the "page not found" page.
Also the url changes to a value of "https:" (https://spartacus-demo.eastus.cloudapp.azure.com/powertools-spa/en/USD/https:)

To Reproduce
Steps to reproduce the behavior:

1. Go to the FAQ page of the demo store.
2. Click on f.e. the last link in the list 'Privacy and security' also scrolling down and clicking on any of the "back to top" links results in the same behavior.

Expected behavior
The page might scroll down to the headline 'Privacy and security'
