Wanted change/feature

• Text: The <rightsDeclaration> element usually describes the rights statement for the entire EAD file. However, it may be possible that different rights apply only to certain metadata elements contained in the file. For example:
  In general, all metadata in an EAD file is licensed with the CC0 license. The <biogHist> element of a collection
  and/or individual components however represents comprehensive research by some historian about the creators
  of the material. This research is again copyrighted and has to be tagged with a different rights statement.

Suggested Solution

• Text: According to the schema, it would be possible to insert multiple <rightsDeclaration> elements
  and link these via the @target attribute to the corresponding metadata elements. If this is the envisaged solution, it
  would be helpful to include an example and an explanation in the tag library.

Context

• Text: The requirement is found for example in the broader context of the German Digital Library (Deutsche Digitale Bibliothek). Certain data provides need to tag descriptive elements with individual rights statements.
