Part of PlutonicationServer or separate dedicated server

Use a web2 login for 2FA (maybe google account login?)

Messages/data is passed using Plutonication protocol.

ability to register a new account - generates and saves a private key on Plutonication server. Assign access to the core account.
receive any signature requests and confirm/reject them..
Ability to delete this account. For use case when the account is not used anymore.

It might make a lot of sense to use HTML interface and access it through WebView.
