Add a discord bot feature to monitor for keywords

(in specified channels) and if a message matches a list of rules, post a written automatic reply (at most every 5 minutes)

This is now mostly done with the underwater talk monitoring feature. So I'll mark this as easy as this doesn't need any novel approaches not already done in the codebase.
