What's supposed to happen: The stage list from Game.xml appends to the end of the gameconfig stage list.

What actually happens: The appended stages get offset into the middle of the list, about 20-22 slots before the end of the gameconfig list. It's a consistent positional offset. Unsure if this happens in v4 legacy but it definitely happens in v3 legacy mode.
