Option to enable or disable notifications in the settings

Now that migration to appserver is done, we can provide a simple enable/disable notifications option in the app settings.
This option should be visible based on firebase remote config property so can be configured per project (as some project's protocols might not allow this).

Note that via Android settings, users can already silence all notifications if they do choose.

Yes, I think this will also be a starting point for more complex notification controls (like disabling daily questionnaires, setting suitable time windows for notifications, etc)

For things like participant-specific notification times. This might be achieved with a participant-level granularity of protocol. This would also allow for flexibility for other protocol-level things.
