Replace PostgreSQL with CloudNativePG

Our current PostgreSQL version is out dated and it's also difficult to manage, we should use CloudNativePG as the proper way to manage PostgreSQL databases in Kubernetes.

CloudNativePG is local, it's basically a operator on top of PostgreSQL, the similar way that Ingress Nginx is a operator on top of Nginx.
