I'd like to have the workflow do two things:

If there was a change to the generation code, trigger a data generation. Otherwise, skip it
Wait for the data generation (or for it to be skipped), then run the release flow

This way we can release new data directly without having to manually trigger a generation and then make a commit for a new release.
