Facility location can be edited within workflow after package is created

Why

Sometimes we want to change where a package was sent to, but not modify any package contents.

As a: Volunteer logging shipments
I want: To update the package facility of an existing shipment
So that: the BellBooks records are accurate & kept up-to-date

Acceptance Criteria

Scenario: 
Given - An in-progress package workflow
When - I need to edit the package 
Then - I can change the facility location without needing to add or modify the package contents
