Comment icon doesn't respond for comments/reply

Describe the bug

A note has to be clicked on and replied to, rather than just have the comment icon do that when clicked

Steps to reproduce

When comment icon on the left is clicked, nothing happens

Expected behavior

Ideally it should trigger a response with for user to input comment, rather, I, the user, have to click on the note, and then click on the reply, before being able to comment
