Recipe using Oracle Cloud free tier

What problem are you trying to solve?

Oracle Cloud is offering a decent free tier(4 CPUs, 24GB RAM, 1TB egress), it would be a great start to have a recipe that gets you started with a Prefect Cloud and an agent in Oracle Cloud using the free resources.

GitHub template repo similar to the ones provided by @anna-geller:

The major difference for Oracle Cloud would be the need to create ARM-based Docker Images with baked-in flow code.

Use Google Cloud or Azure.

• A new user joins Prefect Cloud and Oracle Cloud.
• Clones the Prefect OCI templates.
• The GitHub Action deploys everything.

Result: In 30 minutes a new user has a functional e2e Prefect setup.
