Is your feature request related to a problem?
The following state values need to be maintained by the cacher for the event collector and finalizer components to ultimately create submission batches on the protocol state contract.

  • Day size in epochs
  • Daily snapshot quota
  • Set of registered node IDs

Describe the solution you'd like
Query and cache the above. Also, add any other related state values as needed for the sequencer components to function.

Describe alternatives you've considered
We have so far been caching these as part of the sequencer components but ideally should be the responsibility of this component.

Additional context
NA

Lowering the priority for completion since these are currently being handled well by the sequencer components, and the focus for this week to test out multiple data markets on the road to mainnet
