Consider making built-ins work like user-defined functions

Currently, built-ins do not have a concept of a function definition. All that means is that we don't know the names of arguments, argument default values, and we don't setup a new scope with arguments and the 'arguments' symbol. This may not be important, but it would make all functions work in a consistent manner
