Unacceptable handling of Configure failures with locales #22802

Description

As spotted by @mauke, if the .c file fails that is compiled and run by Configure to check on the platform's locale characteristics, Configure mostly ignores that fact and goes merrily along, but the generated perl will panic or segfault or just fail to build.

A better recovery is needed. I'm leaning to it turning off locale handling altogether.

Steps to Reproduce
It has to be done on a platform where this is a problem. #22793 is one example

This happens in all configurations on such a platform through v5.41.7, so far

Does the 'it' in the second sentence above refer to ./Configure?
