Azure CI depends on personal email #7

My understanding of the Azure CI setup is, admittedly, shaky, but I'm pretty sure that right now this repository is set up to run builds on an Azure account associated with my personal email address. Azure allowed me to assign that account to this repo bc I'm an admin on this repo. Eventually, and certainly moving forward, the Azure Pipelines should 'belong' to a team or mentor email address, so that there's continuity year over year.

Ok there's an option to change the organization owner on this page: https://dev.azure.com/PenguinEmpire/_settings/organizationOverview

Guessing that it requires an existing Azure account, not just an email address
