Share code for CheckDependencies()

There's a lot of modules that have out of date or incomplete CheckDependencies() functions, probably because writing that code is such an awful experience. There should be a better way to handle this (common static functions in IBaseModule or Module?) handle things like checking for interfaces, etc.
