I'm not very familiar either, but I believe that when you downloaded libsteam_api.so, you agreed to some terms provided by Valve (perhaps this? https://partner.steamgames.com/documentation/sdk_access_agreement).
If that's the case, could you please add the content of the terms or a link to them in the README? That way, packagers will be able to make the appropriate decisions based on the terms.
I have a question regarding the licensing of this repository.
https://github.com/PaulCombal/SamRewritten/blob/master/bin/libsteam_api.so appears to be a binary from the Steamworks SDK, but it seems that there is no mention of its licensing in the repository. As a result, various distributions are packaging samrewritten, including this binary, under GPL-3.
