[Tractor Mod] add option to harvest even if inventory is full

In the Harvest With Scythe mod, you can still harvest everything even if your inventory is full, it just goes on the ground; with the Tractor mod, even if Harvest With Scythe is installed, I have to keep stopping and emptying my inventory so I can harvest stuff. Especially annoying with big maps, Better Mixed Seeds, and lots of JsonAssets crop packs installed.

Per discussion this is mainly an issue with Harvest With Scythe, but having an optional scythe-everything mode for Tractor Mod might be useful for some players.
