Instance of the application with local proposals

Create http://madrid.agoraonrails.com as a prototype of how we can deal with local proposals without requiring complex role setups.

We should probably not include proposals from congress in this instance.

I want to collaborate in this one. We are going to need local AgoraOnRails (AOR anyone? :P) instances with user generated proposals.

IMHO this means we are going to need users profiles (user registration?) and a way to post proposals. Maybe a way to discuss them. I imagine something like StackOverflow but I may be exceeding AOR's purpose in this point.

If we need a way to verify identity without DNIe, SMS verification can be a winner in this point. Why I comment this? Because I think we are in an urge (15-M) and there is no way to be sure that everybody who wants to vote will be able to use DNIe (lacking hardware, knowledge or even DNIe - there are "only" 22 million issued DNIe). And nobody is going to rent enough mobile phone lines to manipulate such a thing like #consensedeminimos IMHO.

What do you think? :) Sorry if I'm opening too much fronts but I feel that they are all related.
