I cannot execute pandownload3.5.3

I have downloaded pandownload3.5.3 from below url, But Whenever I execute PanDownload.exe ,It display error message of chinese sentence "程序环境异常"

Is there any method to solve this problem which prevent from executing pandownload 3.53?
For your information, My computer environment is Windows 8.1 Professional..
Any reply would be appreciated.

@dogos1 Maybe you could download from the release and unzip the file again. However, the software is not fast recently

@pengwork Thank you very much for your reply!I have downloaded latest version of pandownload 3.53 from below link,But Error message still displayed whenever I execute Pandownload.exe.

@dogos1 Sorry, I cannot replay this problem. So I may not help you. BTW, I did not meet this problem. But, the downloading speed is very slow. PanDownload is not working well recently.

Try install visual c++ 2017 first
